The Second Preparatory Meeting was held on 3-4 September 2009 at the Palais des Nations in Geneva. At the Second Preparatory Meeting, views were sought on a draft Review of the Operation and Status of the Convention 2005-2009, a draft Cartagena Action Plan 2010-2014, a draft Cartagena Declaration and proposed decisions on a future meeting programme.
